Subject

The reform of local government ist an important issue within the current discussion on the reform of public administration in Vietnam. Vietnam needs to build up an effective, efficient, transparent and accountable local government system. At present, local government is still facing with challenges and cannot always deliver public services effectively. Several solutions are discussed in the public and among the experts, strengthening either the district or the commune level at the expense of the other. In the discussion meeting, Dr. Phan Thị Lan Hương, lecturer at Hanoi Law University, will analyse the problem, discuss the various proposed solutions and submit an own approach. After that there will be comments from scholars, notes from foreign experts (with regard to the experiences with local self-government in their countries) and a public academic discussion.
